Los sueldos públicos: una lógica difícil de entender

Cuando revisas una nómina de cualquier entidad públi­ca, sin importar su nombre, y observas las escalas sala­riales, las dudas sobre el cri­terio que se impone para de­terminar la correspondencia de sueldos y puestos suelen aflorar.

Lo primero que llama la atención es que en la admi­nistración pública el salario de una misma función (se­cretaria, conserje, encarga­do, director) varía en forma asombrosa dentro de la ins­titución y también difiere en­tre una institución y otra.

En el ministerio de Eco­nomía, Planificación y Desa­rrollo (Mepyd) una secreta­ria ejecutiva en el despacho del ministro puede ganar RD$26,250; RD$38,000; RD$50,000; RD$75,000; RD$90,000 y hasta RD$105,000, según se ve­rifica en su nómina de julio 2020, consultada en su por­tal institucional.

La asistente ejecutiva del Ministerio de la Presiden­cia tiene un salario nomi­nal de RD$80,000, sin em­bargo, la secretaria ejecutiva del ministro de Economía, Planificación y Desarrollo (Mepyd) devenga un sueldo de RD$105,000.

Qué tan distintas son sus funciones para merecer es­calas salariales tan diversas, es algo que no sabemos, igual las diferencias de responsabi­lidad laboral entre una secre­taria ejecutiva y una no eje­cutiva, pero en salario es muy notoria. En el departamen­to de Recursos Humanos del Mepyd registran salarios para esta posición de RD$25,000; RD$30,000; RD$40,000 y RD$45,000.

Pero igual pasa con funcio­nes de directores, encargados departamentales, analistas, asesores y con posiciones más bajas como conserjes, chofe­res, auxiliares, asistentes y téc­nicos. Hacienda

En el ministerio de Hacien­da un conserje puede ganar de RD$18,000 a RD$22,000. En el Ministerio de Turis­mo sus sueldos varían desde RD$10,000 hasta RD$29,400 y en la Dirección General de Jubilaciones y Pensio­nes, un conserje gana entre RD$16,500 y RD$21,000.

En Industria y Comer­cio, aunque la mayoría de salarios de los conser­jes ronda los RD$16,500 se pueden encontrar algu­nos con RD$26,500 y hasta RD$31,500.

La lógica de los salarios públi­cos llama la atención pues pa­rece que no existe un criterio estándar para los sueldos se­gún los cargos o puestos que se desempeñan. Igual, los sa­larios varían dependiendo del tipo de institución guberna­mental en la que trabaje el ser­vidor público.

El reglamento 527-09

El reglamento estructura or­ganizativa, cargos y política salarial en su capítulo IV sobre Clasificación de Puestos defi­ne como criterio general que los cargos sustancialmente similares en cuanto al objeto de la prestación de servicio a ni­vel de complejidad, dificultad, deberes y responsabilidades y cuyo ejercicio exija los mismos requisitos mínimos generales, se agrupan en clases bajo una misma denominación y grado común en las escalas genera­les de sueldos, pero aclara en su párrafo II que los puestos de libre nombramiento y remo­ción, incluidos los de confianza y asesoramiento especial, son cargos no clasificados.

En el artículo 44, el regla­mento establece que el sistema de remuneraciones compren­de los sueldos y compensacio­nes, asignaciones y cualquier otra prestación que reciban los servidores públicos por sus ser­vicios y que en dicho sistema se establecerán escalas gene­rales de sueldos, divididas en grados, con montos mínimos, intermedios y máximos, pero apunta en el artículo 45 cada puesto debe conservar la con­sistencia y equidad en la es­tructura salarial.

Estadísticas del MAP

Según las estadísticas que maneja el Ministerio de la Administración Pública (MAP), al 31 de julio 2020, el total de empleados públi­cos ascendía a 393,876, el 64.27% mujeres y el 35.73% hombres. El 90.3% son em­pleados fijos, 3.8% contra­tados en servicio y un 3.1% personal de vigilancia.

Los datos que maneja el MAP muestran que la ma­yoría de los empleados pú­blicos, un 40.78%, ganan sueldos de entre RD$10,000 y RD$19,000; un 25.23% cobra entre RD$40,000 y RD$49,000; el 10.65% en­tre RD$50,000 y RD$99,000 y en porcentajes menores se encuentran quienes ga­nan entre RD$20,000 y RD29,000 (9.61%); entre RD$30,000 y RD$39,000 (9.53%) y solo el 1.37% al­canza sueldos de más de RD$100,000.
