El Gobierno reduce el déficit a 7.7% del PIB, menor al previsto

Abinader Corona reveló que las actividades económicas reflejan recuperación y que el flujo de inversión extranjera cerrará el año en más de US$2,600 millones.

El presidente Luis Abinader Corona dijo que su Gobierno cerró el 2020 con un déficit  de 7.7 % del producto interno bruto (PIB), una cifra menor al 9.4 %  presupuestado y por debajo del promedio de los demás países de la región.

Esto significa, dijo el presidente, que se ha reducido el déficit por el manejo proactivo de las recaudaciones, por la reactivación económica y el mejor uso del gasto público. En términos absolutos esto es una reducción de RD$77,000 millones.

Manifestó que las  recaudaciones también cerraron el año  con un 3.75 % por encima de lo estimado.

“Tenemos un compromiso con la eficiencia y la transparencia. Por eso se controló todo gasto no prioritario, como dietas, publicidad, gastos de representación, viáticos, eventos y festividades, así como la adquisición de vehículos y electrodomésticos, entre otros”, afirmó.

Aseguró que en su Programa de Gobierno figura como prioridad lograr una reorganización de las instituciones del Estado, para eliminar la duplicidad de funciones y mejorar la eficiencia del gasto público.

Expresó que “nos hemos enfocado desde el primer día en el objetivo de lograr una administración pública ejemplar. Es decir, un gobierno que sirva a la ciudadanía, que realice su trabajo con racionalidad y apego a la transparencia en el manejo de los recursos públicos”.

Abinader Corona, quien estuvo acompañado por el ministro de Hacienda, José Manuel Vicente y el director de Presupuesto, José Rijo, en rueda de prensa realizada en el Salón Las Cariátides del Palacio Nacional, precisó que el país necesita estar informado sobre los principales avances logrados en el manejo de las finanzas públicas.

Reveló que la priorización y control del gasto público, permitió que en 2020 ascendiera a RD$978,000 millones, para una reducción preliminar con relación al monto presupuestado, de RD$54,000 millones.

Aseguró que la reducción del gasto no impactó las prioridades del gobierno, las que fueron establecidas de manera clara en el presupuesto  aprobado a principios de septiembre.

El presidente expresó que “pudimos aumentar las partidas destinadas a la Salud en RD$15,000 millones, Educación en RD$10,000 millones, Agua Potable en RD$3,200, Vivienda en RD$4,600 millones, Seguridad Ciudadana en RD$2,800 millones y Protección Social en RD$100,000 millones ”.

Programas
Recordó que se extendieron los programas de apoyo a la población vulnerable durante la pandemia y se prepararon las escuelas para un año escolar virtual.

Abinader Corona  informó que también se dotó al sector salud de los recursos necesarios para garantizar la atención sanitaria,acción que incluye la inversión requerida para afiliar a dos millones de personas en el Seguro Nacional de Salud (SeNaSa).

Reservas
En el área cambiaría se ha logrado mantener la estabilidad del tipo de cambio en los últimos cuatro meses, permitiendo al Banco Central aumentar las reservas internacionales de US$6,700 a US$10,600 millones, lo cual ha garantizado la estabilidad macroeconómica, dijo.

“Lo que hemos conseguido hasta ahora nos ha permitido dinamizar la economía del país, sin desatender las necesidades de las personas vulnerables, lo que representa un avance sin precedentes en el proceso de consolidación fiscal del Gobierno”. 

Explican ahorros y gastos
Disciplina

Jochi Vicente, ministro de Hacienda, destacó que “todos los ministerios experimentaron reducciones en sus gastos con relación a lo presupuestado y esta disminución del déficit ha sido fruto de esa disciplina presupuestaria y el aumento de las recaudaciones”.

Ahorro Edes
El presidente Abinader explicó que en conjunto las tres empresas distribuidoras de electricidad (EDES) tienen 355 empleados menos y han bajado sus gastos operativos. Han eliminado nominillas. Se ha logrado un ahorro de RD$100 millones en el déficit financiero y los cuatro consejos de directores se fusionaron en uno.
